Nope it would be Jiraiya or more commonly known as Ero-sennin.

Because he was suppose to be Hokage but he brought Tsunade back to the village and she took on the title. So if Tsunade were to die it would be most likey to be Jiraiya. One of the three ledgendry Sannin.

My friend reads the manga, and when I asked her if this was true, she said that Naruto never does fufill his dream of becoming Hokage. He was never old enough when a Hokage was chosen. (though, when he becomes older he learns to accept fate, and not question it.)

Well, I was watching the Japenese version of the Shippden episodes and the movie. And at the end of Shippuden, after Sasuke kills Orochimaru, Two years pass and Naruto has become Hokage because Tsunade leaves as Hokage. And, as you would expect, Gaara gets resurrected.
