Terra Chosed Riku?

After facing the "Inigmatic Soldier" in KH2: FM+, he says "Why do you have the Keyblade, i didn't choose you" He chose Riku, but in KH1, Riku chose the darkness and the Keyblade went to Sora. The Keybalde goes to those who have the strongest Heart and when Riku chose the darkness Sora's Heart was stronger than his.

So why did the Keyblade go to Xehanort in BBS? Does that mean Xehanort's Heart is stronger than Terra, Ven, and Aqua's?

And if Terra chose Riku to be the next Keblade Master, how did He himself get the Keyblade?

But Xehanort doesn't have a heart, no? How could he have gotten a keyblade in the first place?

1. He's called "The Lingering Sentiment."
2. As the Keyblde has shown before, alignment doesn't matter. It chose him because he was the only one there.
3. If you're referring to Master Xehanort, then you should notice the "Master" at the front of his name.
4. Terra was chosen and Riku got his own Keyblade.
