Seifer was a disappointment in KH2. All three of the FF8 characters were. However, Vincent would be a nice character. I just hope they don't turn him into a "kiddy". He should stay as he is right now.

it is very very very likely that cloud will be in the next game(if it is not a spin off) because if you beat sephiroth you see the whole video with cloud and him fighting then you never know what happens to them
