It's one of Itachi's eye attack thingies.. "The black flame", remember when Itachi and Kisame fled the inside of Jirayia's frog stomach, when they tried to capture Naruto ages ago? That black flame, is his Amaterasu! Dangerous Mangekayou stuff.

Edit: By the way, It is said to burn through anything and don't stop burning until what it's burning is gone, so unless Sasuke can dodge this he is pretty screwed (Guessing he can, however).
