3rd... he is the God of Shinobi... the one who made great part of the Jutsu Theory and knows a bunch of Jutsu... he is a ninja who knows force is not only needed, but sometime peace must be kept to protect others...

He is the ideal Hokage... even with his weaknesses

1st. 2nd was not shown enough to form an opinion of, Sarutobi/3rd was cool but not onl;y is overrated by the average obsessed fan, but also made some pretty bad choices, 4th hasn;t been shown except when fighting the fox spirit and on the cliff face, and I haven;t seen enough of Tsunade/5th in official Hokage capacity (but as of lat month;s Shippuden chapters, she seems to be doing well).

Just because someone looks cool doesnt mean he's the best hokage, a good hokage is determined by his historical achievements and inflences and strength. To me, the 4th hokage is the weakest hokage out of them all.

every naruto database says that..
even the 3rd and jiraiya said that at one point..

youngest ever..and think of the jutsu's he made.
