2) Acting skills to an extent
3) Time to submit a video at least every month

Alright, my laptop has a built in Webcam and mic and I'm working on getting a program that can record both audio and video using those components. I'll get back to you when I know whether or not I can use them.

I will make sure to have an audition file ready when I let you know.

EDIT: Is it a news show? I could record myself reading aloud some of the news stories I post for KH3.net

It's going to be a news show yes, but with other fillin-features that will bring attention to the viewers as entertainment that is comical, or even something such as learning members secret talents. Anything could be placed into this viewing, as long as it is in forum rules, and not in text format. It must be compatable with Sony Vegas. .WMV is an example or the perfect format.
