You've read right, kingdom hearts re: chain of memories that will be made exclusively for the PS2 has an official website that's up and running copy and paste the link below in your browser to access it.

Also IGN and GameInformer have a hands-on review about the game. The game is scheduled to be releases in North America on December 2, 2008 and it will be using the battle card system that was introduced on the GBA version but news have reported that the card system is very complex and will take some time getting used to.
