No they cannot. There are only 4 main clans. You have a decision of being in the following 4:

Radiant Avengers, RaV
The Keyblade Lords, TKL
Emptiness Twilight, ET
Hearts Entertwined, HE

Or simply not join one at all. As what Chaser's Apprentice said, they get to compete in competitive stuff.

Clans are for hanging out doing other things with the people in the clan, just talking and fooling around, clans are a place to feel welcome. Web famillies are just much smaller versions of Clans, but clans have different things to do in them, where as Web famillies usually just have one purpose.
