1up.com:
Most people seem to think that this is an hard battle. However, it is
easier than people think. For this battle you just need to take as
many Cloud cards are you can and as many cards with value 7, 8 or 9
as you can. You will notice that this boss only throws you some dice,
and those are always activated by a level 7 card. So, when he throws
the dice, use one of your cards with level 0, 8 or 9. This will make
one of the three slots under the fence stop rolling, and once all
three are stopped, then fence will go down. Then, you can enter the
place where the boss his and attack him for a limited time. So, your
best bet is using your Cloud cards on front of him as soon as you
can, if possible using a combo of 3 Cloud cards, to get a special
attack that will greatly damage him. One the fence returns to its
place, shuffle your cards and repeat the entire process up to the
point in which you finally get to defeat him. Possibly you will get
at least 1 mickey card (looks like a green card shaped like Mickey's
head) if you destroy a certain dice during this fight, so be sure to use
it when all the three slots are ACTIVE, I mean, rolling! This will make
the fence stay down for a longer time, giving you the oportunity to make
some extra damage to this weak boss!
Strategy by Kefka Krazy:
"Against Oogie Boogie, I found that using this strategy made him
ridiculously easy. As the person in the FAQ stated, use cards to break his
dice attack and make the fence go down. However, to maximize the damage
you deal to the Boogie-man, use the Card Soldier enemy card to pump up
your swing speed. I didn't use this my first time, but the second time, I
did. It makes all cards swing at about maximum speed... that's a lot of
damage in a short time."
Strategy by cloud1870:
"This battle is seriously the easiest, I passed it without gettin hit
actually everyone can, so anyway just wait till he rolls the dice and when
they're in the air use a card to break them and repeat until the gate
falls. Then you can do some MAJOR damage by sonic blade if you have it or
even blitz. It's up to you but keep three cards to break the dice always
and you're in for an easy win."
Hope i helped!:)

here ya go Oogie Boogie is limited to one attack, but he has an advantage of sorts -
you can't attack him until the gate between the two of you is lowered. Every
time you break his dice attack, that gate lowers by a third and one of the
slots under Oogie's platform stops spinning. When all the slots have stopped,
the gate lowers all the way and you can jump onto Oogie's section of the
platform. From there it's just a matter of beating up on him with your best
attacks or sleights. Hint: The Card Soldier enemy card, if you have it, will
greatly speed up the attack.
Oogie has a significant health bar, so you'll want to hold back on sleights
for the first half of the battle. Note that his dice ALWAYS have a value of 7.
If you can break the attack and destroy a die, you might find a 0 Trinity card.
In this battle, the 0 Trinity card instantly breaks any of Oogie's actions and
lowers the gate all the way down, leaving him helpless against your Keyblade.
After a small amount of time, the gate rises again and kicks you off Oogie's
platform and so the cycle repeats. Overall this battle isn't as long as the
ones against Jafar or the Parasite Cage, but you'll want to bring plenty of
high-valued cards as well as multiple potions (or hi-potions, if you want them)
for the fight.
hope i helped too.
