No one knows. However evidence is piling up, in my opinion, leading me to believe it will not come here.

And since KingdomHearts1 Final Mix hasn't been realesed outside of Japan yet, and probably never will. I don't see KH2 Fm being realsed outside of Japan anytime soon. And maybe never will, we can only hope.
